Instructions
In a medium bowl, mix tarragon, vinegar, sugar, Dijon mustard, pepper, and olive oil, whisking in oil a little at a time.
Combine green and red cabbage with carrots, peppers, and scallions.
Toss with dressing to taste.
Refrigerate until ready to serve.
